IBF Standards Training Scheme (IBF-STS)
A programme accredited under the IBF Standards is eligible for funding under the IBF Standards Training Scheme (IBF-STS), subject to all eligibility criteria being met. Candidates are advised to assess the suitability of the programme and its relevance to participants’ business activities or job roles.

Financial Training Scheme (FTS)
A programme recognised under the Financial Training Scheme (FTS) and is eligible for FTS claims is subject to all eligibility criteria being met. This in no way represents an endorsement of the quality of the training provider and programme and participants are advised to assess the suitability of the programme and its relevance to participants’ business activities or job roles.
The FTS is available to eligible entities based on the prevalent funding eligibility, quantum and caps. FTS claims may only be made for recognised programmes with specified validity period. Please refer to www.ibf.org.sg for more information.

Dr Khoo Guan Seng
PhD in Computational Physics (Materials Science)Dr. Khoo Guan Seng possesses over 30 years of global experience in the design and implementation of enterprise-wide investment, banking, and risk management models. His career spans deep technical roles in AI and quantitative finance as well as C-suite leadership in risk management across the US, Canada, UK, Malaysia and Singapore. Currently, he serves on the advisory boards of the Singapore Economic Forum (APAC Summit & EU-ASEAN Centre), the Global SWF Academy, the International Advisory Council of Sovereign Investors, and the Swiss Academy for Leadership & Sustainability (SALS).
In the banking sector, Dr. Khoo served as the Global Head and Managing Director of Group Risk Analytics at Standard Chartered Bank. He led the global team responsible for validating risk models for Basel & BIPRU compliance, liaising directly with major regulators including the FSA (UK), HKMA (Hong Kong), FSS (Korea) and MAS (Singapore). He also served as the Group Chief Risk Officer for RHB Capital in Malaysia. On the buy-side, Dr. Khoo was the Head of Enterprise Risk Management (ERM) and Proxy Voting for the Alberta Investment Management Corporation (AIMCo), one of Canada’s largest pension fund managers. There, he helped establish the Responsible Investing Unit in 2011 and served on the Investment Committee. His sovereign wealth experience also includes developing portfolio risk management metrics at Temasek Holdings.
Dr. Khoo’s expertise in Artificial Intelligence is rooted in his tenure as Principal Scientist at the UK-listed Man Group, where he designed and ran an algorithmic AI-based hedge fund on a supercomputing platform. He also served as Head of Innovation at the Singapore Exchange (SGX) and provided robo-advisory solutions at American Bourses Corporation. Most recently, he has been the Head of Risk Management for the Alliance to End Plastic Waste (AEPW), where he supported the launch of a sustainable circular fund with Lombard Odier Investment Managers.
Academically, Dr. Khoo holds a PhD in Computational Physics from the National University of Singapore (NUS) and conducted post-doctoral R&D in AI-based data mining at Caltech, Boston, and Teijin-MSI in Tokyo. He was a co-founder of the NTU Centre for Financial Engineering and currently leads sustainable investing seminars for the London Business School (SWF Academy) and INSEAD. He is a prolific writer, with recent publications in 2023 and 2024 covering Transition Finance and Climate Risk oversight for corporate boards.
